Lourdes condamnations contre des avocats membres de l’IHD

Le 24 janvier
2013, le Tribunal d'Ankara n°11 a condamné Me Filiz
Kalayci, , à 7 ans
et demi de prison, M. Hasan Anlar et Halil Ibrahim Vargun,
responsable des avocats d'IHD et M. Murat Vargun,
à 6 ans et trois mois de prison chacun pour
appartenance à une
"organisation armée illégale". Ils sont membres de la section
d'Ankara d' Insan

L’avocate Mme
Sevil Araci Bek, et un membre du conseil d'administration
d'IHD, M. Tugay Bek
ont été condamnés à 3 ans, un mois et 13 jours de prison chacun pour avoir
"commis une infraction au nom de l'organisation bien qu'ils n'en
soient pas membres", en vertu de l'article 220/6 du Code pénal. Ces
accusations seraient liées à leur participation à plusieurs activités électorales avant
les élections générales organisées le 12 juin 2011. Ils ont été
condamnés bien que le procureur ait requis leur acquittement.
IHD est une
organisation non gouvernementale fondée en 1986, qui compte environ 34
sections locales à travers le pays. Elle est engagée dans différentes
activités relatives aux droits humains, dont la défense des droits des
prisonniers, des campagnes contre la torture, la promotion d'une solution
pacifique, non violente et démocratique pour la question kurde, la
promotion de la justice économique et sociale et de la sensibilisation aux
droits humains, et la rédaction de plusieurs rapports et publications. IHD
fait l'objet d'une campagne d'acharnement judiciaire et de criminalisation,
directement liée à son travail en faveur des droits humains en Turquie, et
en particulier à son travail sur la question kurde. Les membres d'IHD sont
principalement accusés d'appartenir à une "organisation
illégale", à savoir Koma Ciwaken Kurdistan- KCK (Union des Communautés du
Kurdistan).
Filiz Kalayci avait été arrêté le 12 mai 2009 à Ankara par la
section antiterroriste. Après 8 mois de tétention,
elle avait été libérée de prison, à la suite d’une campagne des
organisations nationales et internationales pour sa libération. Filiz Kalayci réside actuellement en Autriche avec sa
famille.

to 6 years and 3 months of imprisonment each.
Sevil Araci Bek sentenced
to 3 years, 1 month and 13 days of imprisonment.
On 24 January 2013, four human
rights defenders who are lawyers and members of the Ankara Branch of Insan Haklari Dernegi (Human Rights Association – İHD) were
sentenced to prison terms ranging from 6 to 7 years and 6 months,

Kalayci to 7 years and 6 months of
imprisonment, and Hasan Anlar,
İHD Chairperson Lawyer Mr Halil Ibrahim Vargun
and İHD member Mr Murat Vargun to 6 years and 3 months of imprisonment each,
on charges of being a member of “an armed, illegal organisation”.
Another lawyer Sevil Araci Bek and IHD
Executive Board Member Tugay Bek were
sentenced to 3 years, 1 month and 13 days of imprisonment each, on charges
of “committing offence on behalf of an organisation
although he is not a member” under Article 220/6 of the Penal Code. The
charges were reportedly in connection with their participation in various election
activities before the general elections held on 12 June 2011. These
convictions took place despite the prosecutor requesting their acquittal.
IHD is a non-governmental human
rights organization founded in 1986, with approximately 34 local branches
around the country. It engages in a variety of human rights activities
including defending prisoner rights, campaigning against torture, promoting
a peaceful, non-violent and democratic solution to the Kurdish question,
promoting economic and social justice and human rights education and the
production of a number of reports and publications.IHD
has been the subject of a systematic campaign of judicial harassment and criminalisation, as a direct result of their human
rights work in Turkey, in particular as regards Kurdish issues. Charges
targeted at IHD members have predominantly included alleged membership of
an “illegal organisation”, referring to (Koma Ciwaken
Kurdistan (Union of Kurdistan Communities – KCK). .
Filiz Kalayci
was arrested
on May 12th , 2009 by the
Ankara Anti-Terror Branch. After 8
months Kalayci was released from prison, after
national and international organizations campaigned for her release Filiz Kalayci is currently
residing in Austria with family.
